Where did this international holiday come from? According to the website Holiday Insights, this "holiday" was created to combat the winter blues.

A mom in Rochester, NY. decided it was time to give her kids something to look forward to, other than another day of gray skies and snowfall. So, she created this day with her two young boys. It sure did the trick, if only for a little while.- Holiday Insights

How about breakfast in bed? Sounds good, doesn't it? Yes, you could go to the store or the creamery and buy ice cream and take it home. That's one possibility. Then again, you could take the entire family out for an ice cream breakfast. Where's the best place to go?

There is, of course, the old standby - Dairy Queen. You probably received a coupon booklet from Dairy Queen a few weeks ago. They offered a number of excellent deals. That's one option.

Before we get too far into this, there is an important issue to discuss. Does ice cream have any legitimate nutritional value? There are those who say breakfast is the most important meal of the day. According to verywellfit.com:

Ice cream is delicious, but it is a high-calorie, high fat food. Most nutritionists would describe ice cream calories as "empty calories." Empty calorie foods are those that provide energy primarily in the form of added sugar and unhealthy solid fats such as saturated fat or trans fat. Diet experts recommend that you limit your intake of empty calorie foods.

Well..... darn. So much for that. Then again, we are talking about one day. Perhaps we can bend the rules just a bit.
