Colorado Springs Utilities is lowering the water level at Crystal Creek Reservoir so crews can begin working on the dam and making upgrades. The crews are expected to work through mid-summer of 2019.

So, because of the low water levels, the reservoir won't be able to maintain the fish through the 2019 fishing season and rather than let the fish die the  Colorado Springs Utilities along with the Colorado Parks and Wildlife and the U.S Forest Service have come up with the idea of Emergency Fish Salvage.

The rules are anyone who has a valid state fishing license can catch and keep as many fish as they like. The emergency salvage is permitted at Crystal Creek Reservoir only.
